Modifying Packet 3 delivery address

My brother, whose family-based visa has just become current at NVC, is now living in Canada. He successdully immigrated to Canada 3 years ago and he still wants to complete his US family-based immigration visa. Would the NVC approve sending Packet 3 information to the US consulate in Canada instead of sending it to his previous state of residence?:confused:
 
Yes, you ( petitioner ) has to write them a letter with the receipt numbe rof the original petition and you can do it.
