Missing Marriage Certificate for parents

Hi,

My parents are not able to get a marriage certifcate as their marriage is 40 years old.

If I got the two affidavits for the marriage certificate for my parents then do I also need to get the "Non availability" certificate for the marriage certificate for my parents?

How important is "Non Availability" Certificate?

Please confirm..

I have applied for them just last week.
You are supposed to get Non-Availability certificates and then three affidavits from elders who are present at your parents birth/marriage.
(I.,e three each for Father Birth, Mother Birth + four affidavits with two from each side for their Marriage).

The trouble is some of the Govt offices in India, it is very different to get even the non-availability certificate.
You need to know the *right* channels to even get that.

My parents, in India, in a relatively small town were very skeptical they will get this... but apparently the registrar office was aware of this sort format and gave it in a heartbeat.. my original submission included only affidavits and INS asked me to produce "certificate of non-availability".

Besides, you need only 2 affidavits. instructions are very well documented on ins website.

please tell me what the affidavits need to say, and how much stamp paper is needed and who can issue the affidavit. Who can give the affidavits. My father is a widower and i am sponsoring him to come to the USA
