Minor Dependant's age at the time of applying for Parents Citizenship

Dear Friends,

The following question is for my friend's daughter-

My friend is a greencard holder and becomes eligible for U.S. citizenship in 2017. By that time his daughter will be above 18 years but still under the age of 21. His daughter will be leaving US in 2014 for higher studies abroad.
His question is- when he applies for Citizenship in 2017, what are the options for his daughter?

1. Application for citizenship along with her father?
2. Eligibility for citizenship on her own?
3. If none of the above, then how long must she wait to apply for citizenship once again?
4. Any other option?

If she is above 18 years old, she can apply for citizenship and it is not linked to parents application. As she is going for higher studies she has to ensure all absences from US are less than 180 days and she has physical presence of 30 months in the last 5 years. I am presuming she is having GC now.

1 is not feasible if she's outside the US for most of 2014-2017. And because she'll be over 18 when her father becomes a citizen, she cannot derive citizenship through him; she'll have to file her own separate N-400.

2 and 3: Her own eligibility will be likely delayed until 4 years + 1 day after she returns to the US upon completing her studies.

4. Another option is to study within the US, so she can can apply for citizenship in 2017 at the same time as her father (assuming she got her GC about the same time as him). If she gets at least a partial scholarship and works a part-time job and attends a state university, it may be very affordable.
