Minor applying for a B Visa after having overstayed in the US.

Hello.

An acquaintance of mine arrived in the US when he was very young. His dad had a work visa and they were living legally in the country. However, the visa expired and they overstayed.

Now, my acquaintance, who is soon turning 17, wants to leave the country before he is 18, in order not to be penalized for his overstay. He wants to go back to Mexico, start school there, possible get a job, and apply for a B-2 visa to visit the US as a tourist and as a tourist only (he has no intentions of going back to the US illegally). All of his family would stay in the US, however.

What would be the appropriate course of action he should take in order to apply for his B-2 visa?

Firstly, he needs to leave the US before he turns 18. Then he needs to spend some time in Mexico establishing ties there. Reason being, he will need to overcome 214(b). Seeing that he will still have close family in the US, he may still fail to overcome 214(b).

What would be the appropriate course of action he should take in order to apply for his B-2 visa?
