Minimum requirements for PERM EB2?

I would appreciate if some one post some information about the minimum requirements for getting EB2 approval, like Minimum Salary, title, experience (I have Bachelors degree in Engineering).

Hope this thread might be useful for some who is planning to file Labor using PERM.
 
Also, if somebody could post the required EB2 salary figure acceptable for a software engineer in silicon valley,CA.

Somebody pointed me to a website that tells the figure, but the figure is a range that varies from 70k to 120k per annum. I was wondering what point in this range is acceptable for the INS.
