Milwaukee center phone no is neither listed in the USCIS website nor the NSC customer service is willing to provide that.
How/Where alse can I find the no.? I have to find out whether they issue Emergency AP

As I remember Milwakee center do not issue Emergency AP. This was the situation during Aug 2001 when I applied for my 485. At that time I had to go to Chicago center. Hope it is the same even now. Check with your lawyer
 
As far as i can tell, the Chicago office is the only one that does this.

Advance Parole:
For certain non-citizens already in the United States wishing and/or needing to travel abroad prior to the final adjudication of a particular immigration petition, advanced permission is needed to ensure that they will be permitted to return to the United States. This permission may be granted at the discretion of the Officer-in-Charge. This permission should be sought by, but not limited to asylees, parolees, people with Temporary Protected Status (TPS), and certain intending immigrants with an Adjustment of Status (Form I-485) application filed and pending with USCIS and some others already in the U.S.

Filing Instructions: To apply for Advance Parole, please submit Form I-131, Application For Travel Document, to this office by mail only. Submit your application at least 30 days before you intend to travel. In emergency circumstances you must provide evidence that documents the reason for the emergency.

Advance Parole:

This permission may be granted at the discretion of the District Director. This permission should be sought by, but not limited to, certain parolees, certain intending immigrants with an Adjustment of Status (Form I-485) application filed and pending with the local USCIS office and others already in the United States who may be eligible.

Although a person may be eligible to file, the granting of advance parole is not automatic. If a person has been in illegal or unauthorized status for six months or more or under removal proceedings at the time their application is filed, and enters the United States with advance parole, their application for adjustment of status may be denied.

Filing Procedures:
As of June 1, 2002, all applications for Advance Parole must be MAILED to the Chicago District Office. To apply for Advance Parole, all applicants should complete Form I-131 (Application for Travel Document) and submit the following documents with your completed Form I-131:
Proof of legal entry (Form I-94, Arrival/Departure Record, and/or passport)
Proof of filing for Adjustment of Status (receipt)
Proof of current status in the U.S.
$110 in money order or cashier's check
Two photographs that follow the format described in Form M-378
Print your daytime telephone number next to your signature on Form I-131

and mail Form I-131 and supporting documentation to the following address:

Once the I-131 is approved, the applicant will be scheduled to come in to the USCIS office to pick up the Advance Parole (Form I-512). All applicants must present the appointment letter and a photo identification in order to receive the I-512. All applicants will receive a response from USCIS within 30 - 90 days. Emergency requests will be handled on a case-by-case basis. When mailing the application, applicants should submit a cover letter and supporting documentation to justify the emergency, along with a telephone number where they can be reached.

NOTE: Applicants who have a pending employment-based I-485 must request Advance Parole from the Lincoln Nebraska Service Center where such applications are processed.
