Megan's Law

Now looking at sex offenders raising the issue. I want to know
if Megals law applied to immigrants or non-immigrants who were convicted in their home countries. Of course, people with such
convictions may not be allowed into the country in the first
place. But UK also ban the admission by people convicted
of rape outside UK but I remmebers Tyson still managed to
go to UK for a match. So one day a British boxer once
convicted of rape in UK may also come to the USA for a boxing match. Does it mean he need to register?

By the way, we are supposed to be able to check out
sex offenders on the intternet. Can anyone shed some lights
on how to check who are sex offenders in a particular region?
