Medicare for immigrant parents

Greetings,

I want to sponsor my parents for green card and make them US citizens. My questions:
1. They live in India, so what would be the correct process to file for Permanent residense outside US?
2. They have multiple entry visa for 10 yrs in US, so will it be easier and faster to apply for permanent residence when they are visiting me in US?
3. When they become US citizens, will they get medicare/health care benefits? They have never worked in US and don't intend to as they are quite old.

Please provide guidance or suggestions.

1. File I-130 for each parent; then do CP from India.
2. It would be easier in a way since you can file 130 and 485 concurrently. CP has more steps/more complicated, I find 485 process easier.
3. Once they become citizens they can get Medicare. But not as permanent residents. Obamacare might help..but not sure.
 
They can buy into Medicare. They will not get it for the same fee as someone who qualifies by way of work.

It is not proper to enter on B2 with the intent of AOS.
