Since his wife is not in the country he cannot apply for I-485 for his wife. He can apply for him self. Once his wife comes back her I-485 can be applied.

For I-485, the medical examination must be conducted by a civil surgeon who has been designated by the Bureau of Citizenship and Immigration Services.

I don't think it's possible to find a doctor/clinic/hospital in India who are authorized by BCIS. Please note that when people go for medical in India for CP (or part of any US immigration requirement), those doctor/clinic/hospital are authorized by US embassy/consulate (not BCIS)...

Check with your attorney....

Well .. and Thanks !!usnycus
SO The Best part is ..Though we loose some money i think better to do medicals in BCIS approved Doctors in USA..
Do you have any idea howmuch they charge??
