medical care for children in NY

I got the green card lottery this year!
I'm planning to move in July to New York with my family.
I have got two children (3 years and 1 year).
Which time after we will arive in New York children will have a right to free medical care with "permanent resident card" (green card)? (In some countries it is after 7 days or 6 months, in some US states after 5 years).

I don't think it is any where in the world for free...you might come from a socialist country and think it is for free but taxes are paid to use for health care. In Europe the employer and the employee is paying a part of it and when you go to the doctor it feels for free, but you are paying into the system.

Over here you can sign up for health care in some cases you can get it through your work and in other cases you buy it your self. You have no right to welfare so you have to provide for it your self and it isn't cheap and many health care plans have deductables or co payments so be prepared to get a better health care system than in Europe but you have to pay a higher price for it...

We pay approx. $ 900 every 2 months and have a $ 6,000 deductable per year for a family of 4.....so make sure you can afford it, it is different then you might be used to...
 
Many states do not cover Green Card holders under the Federal Govt funded 'Medicaid/ Medicare' programs.
But almost all states have their own programs which help individuals and especially for kids who do not get coverage under above programs.

Usually, under such kids' health insurance programs Green Card holding kids are covered.
For NY, your kids will most certainly will get coverage according to NY health coverage application instructions.

SECTION D Citizenship

This information is needed only for those people applying for health
insurance. Pregnant women do not have to complete this section. To
be eligible for health insurance, other persons age 19 and over must
be citizens or must fall within one of many immigration categories.
Children who are New York State residents and who do not have
other health insurance are eligible, regardless of their immigration
status.

PUBLIC CHARGE INFORMATION
The United States Citizenship and Immigration Services (USCIS) has
said that enrollment in Child Health Plus,Medicaid, PCAP or Family
Health Plus CANNOT affect a person’s ability to get a green card,
become a citizen, sponsor a family member, or travel in and out of
the country (except ifMedicaid pays for long-term care in a place
like a nursing home or psychiatric hospital).

The State will not report any information on this application to
the USCIS.

In Florida any person can go (without identification) to the health department and get the vaccinations for free for kids under the age of 18.

That doesn't mean they get examinations, just the shots, which already saves a lot of money.

If you need urgent care you need to have a primary physician or go to an urgent care center where they will ask for proof of insurance. Only at the ER they have to treat some one that needs urgent care. Medication isn't given for free, so without any insurance you can get around but you won't be given your kids the best care if you live here without insurance while you get insurance where you come from.

Ins. is something any one can get even without a GC, any foreigner can get health care ins and has to pay for it them self. Benefits are mostly for citizens..
 
Almost all state kids health insurance programs are 'comprehensive' in coverage; i.e. they cover almost all health aspects at no or very low cost.
(These are for FL, http://www.floridakidcare.org/ which do not cover LPR kids, but this does https://www.healthykids.org/)

Remember, these programs are formulated, implemented and managed by US public health (and Social Work) experts with no narrow minded perceptions nor vested interests. So the coverages are very comprehensive regardless of Citizens or Non Citizen.

Most states have at least 2-3 tiers of health insurance programs for 'eligible' people, main one being the Fed govt funded Medicaid.

In ny state thanks to the wast budget gap you not gonna get anything for the kids-even if you are entitled (?) - simply put it there is no money for such things(this related to NY state programs ) - private insurance will have to cover your kids - ''cheapest one '' probably around 300-400 a month for both of them - dental insurance notwithstanding -that is the reason why people in these country don't have kids or have maybe one -
i like the comment posted abowe that there is no free medical insurance anywhere in the world because you actually pay for it through taxes - well in the usa you pay taxes too but nobody knows where the money is gone ..
on paper there is programs in very state covering healt insurance but you gonna spend A LOTS OF TIME FIGHTING TO GET IT - months for shure
