Easy, he didn't become a citizen when the parent naturalized, but on February 27, 2001 when the law was enacted and the poster apparently complied with all the requirements:

Have at least one American citizen parent by birth or naturalization;
Be under 18 years of age;
Live in the legal and physical custody of the American citizen parent; and
Be admitted as an immigrant for lawful permanent residence.

According to the post he was almost 14 years old in 2001 when the child citizenship act was enacted. I am assuming all the other conditions were satisfied in his case. I don't have a way to know, but at least on terms of age and one parent naturalized he complied easily.

According to your post you were 21 on 2001 so you were not eligible to derive citizenship according to the child citizenship act of 2000 and the law that applies to your case is the one in force before 2001 which needed both parents to naturalize.
