May 6 CSPA memo

Does any one studied May 6 memo on CSPA. Under prvious rules CSPA applied only to cases that had pending immigrant visas on or after August 6,2002.
The new memo gives some sort of provision to cases that didn't have pending immigrant visas on that date and who were not previously covered by CSPA. Aliens who didn't apply for CSPA benfits previously can do so now. Does this mean CSPA can now be applied retroactively?
I would appreciate if any one who has red the new memo can share his thoughts.

It definitely hope so. I was just aged out when my father received his greencard in 1996. I am here wondering if there is some denefit for me in this memo.
 
The memo says that having a pending immigrant visa/AOS on August 6,2002 is now not a requirement for some one to claim CSPA benefit and some one whose AOS was previously refused because of age can apply for motion to reopen without a fee, but the fact sheet says that this memo does not apply to aliens who claimed to be child based on a petition that was decided before August 6, 2002.
 
the new memo is very clear about the CSPA now. I was denied for CSPA benefits because of the one year requirement, but according to this new memo, I should reapply. I am in the process of getting my forms together and will be sending them off to the USCIS next week.

If you don't mind. would you share your PD, date you filed for LPR and the date your application was denied and your age at that time.
 
My priority date is April 30, 2001 and I filed on October 18, 2006 and the application was denied on January 16, 2007. I was 25 when I applied, but I am a derivative of my fathers original visa petition and at the time his visa petition was approved, I was 20 years old.
