Maximum of 7% registered

Dear All,

Could you please advise ,How the maximum of seven percent(7%) calculated from 50,000 or from 55,0000(NACARA program) for each country among six regions,for example Ethiopia has 5,718 registered ,according to 7% the maximum could be 3500 or 3850.
Please advise.

The 7% is based on total annual immigration to USA, not just on DV number.

This statement is incorrect. 7% of 50,000 is only for DV. There is no annual limit per country but it did have 5 years limit per country of 50,000 visa (for all immigrant visa). Countries that are not eligible to DV because it has reached their 5 years limit.

The reason why priority dates are so old for Indians, Chinese (mainland), Mexicans, and Filipinos on the Visa Bulletin is the 7% annual limit per country.

However, I have seen a document from USCIS that specifies the 3850 number (ie including the NACARA allocation). So There is certainly a limit on the DV process but it may be 3500 or 3850 - that is not too clear from what I have read so far.

I believe tere is a similar limit on general immigration also.

The original post seemed confused that the number of selectees was more than the 7% limit. This is because many people either do not proceed with the application or get disqualified. If they reach the cap irrespective of this they stop issuing to that country. Iran reached its cap for DV2013 on 20 September and the Ankara embassy (processes most Iranians) posted a message informing that the cap had been reached, all remaining interviews were cancelled and anyone who was still in AP (even if completed AP but not yet had a visa issued) would not be processed.

There may be some limit for other visas but USCIS is clear in a number of documents I have seen that for the DV program every country has a limit of 7% of DV for each fiscal year. The countries you mentioned have no bearing on DV at all as they are not eligible for the DV lottery.
 
I think there is also a 7% limit on the visa issuance each year per country because no matter how much registered each country get, it never pass 5-6000

You are right, the 7% limit is attached separately to employment-based and family-sponsored immigrant visas.
