Masters on H4 visa

Hi,

I am on my H4 from past 4 years.Now I wanted to start my studies.I have bachelor's degree from India.

Here are my questions.

*Do I need to write GRE,TOFEL...?

* If we does't need to write GRE,So How we should approch them?

*Which universities will give us oppertunities?

*If I want to join in Masters on F1 visa,what is the process from the starting.
