Master degree in the U.S. after 6 years of H1-B

I've read that having a Master degree in the U.S. exempts you from H1 quotas.
I've used my 6 years of H1 and I would like to know once I complete my master if I would be eligible for any type of working permit.

I always think "exempt from quota for MS" is misleading phrase.
US MS does not come under regular quota, but will come under MS quota which is 20000.
