Marriage Records and Impediment Letters(?)...

I had passed by interview and was scheduled to take my oath, however I received a call from the IO advising me that my file contained a marriage certificate from the bronx that occured in 1993. This had come up before while I was applying for my greencard and had informed the IO at that time that this was inaccurate. I requested a search for marriage records through the Manhattan office and received a receipt for my fee that also indicated there were no records found (this was back in 1998). I told the IO I still have this original receipt but he said he wanted something on official letterhead stating there was no such marriage. I don't live in NY (never have) and I've been on the phone for hours trying to ascertain what kind of document I would need and how to go about obtaining it. I have received various answers including one that said I needed to get an Impediment letter; I did a little research on what that was however it doesn't seem to fit my situation. I finally got through to the right office and the lady barked that I would need to get whatever it is I need in person. Now, before I make travel arrangements to fly there, I was hoping someone could PLEASE shed some light on this situation. I have 30 days to get the required documentation and if a marriage record search is sufficient proof that takes 6 weeks to process so it seems like I'll have to still fly across the country. Has anyone ever experienced this kind of situation?

Are you married currently? Am surprised that a record of existing marriage would lead to this denial. Is the IO thinking you are a bigamist?
How long did it take to get that record back in 98? I would say try to repeat that process and if you can get that new letter then submit copies of both the letters(from 98 and 07) to the officer.
 
How can your file contain a marriage certificate unless you submitted it? Is this from an IBIS background check? I don't think IBIS exisited in 1998. Can you please explain this and also did you ever marry in the US before and are you married now?
