When can one apply for immigrant status after marriage to a citizen when one is on a j1 waiver and doing H1?
Should one do both LC and/or NIW if getting married with USC?
Should one finish the 3 years H1 for the j1 waiver before getting marrried to USC or can one marry then apply for citizenship during the J1 waiver commitment?

You have to finish your waiver contract before applying for GC. You can marry and apply through I130. You will have to do your time on H1 though till the waiver period is over.
