Marriage License in canada and H4

if you get a marriage license in ontario, canada which they told me is valid all around the world. Is that enough for applying H4 visa at US consulate in Canada or do you actually need a marriage certificate? Marriage certificate comes after 6-8 months. I was wondering if marriage license is enought to get h4 since its a legal and official marriage as well.
