Marriage in US: Parents and Inlaws to be in US

I'm on L1 Visa and my would be is on H1 Visa and we have planned to get married at Pittsburg temple on 1st Oct 2008.
My query is:
1. What is the procedure we have to follow to make my parents and in-laws parents and grand parents to be in US for 3 months?
2. Also the girls's brother was rejected tourist visa thrice before he was married.Now he is married and his wife will be in India when he will be coming to US. so is there any chances he will be rejected again?
3. Also the legal formalities the boy and girl has to follow in US before and after marriage.
 
A1: You do not have to follow any procedure. They apply for visit visas, and upon receiving them, travel to the US.
A2: There is always a change of being rejected.
A3: Apply for a marriage license and once married, make sure you get your marriage certificate. That is it.
