marriage certificate

hello all:

i am a green card holder and would be getting married soon with a F-1 visa holder.

I would like to know the procedure for getting the marriage certificate, how much time it takes etc? Can the application? ne done before the marriage actually takes place? And can one apply for it after marriage and have someone sent to usa when it comes along (that is physical presence is ot necessary after that)

I dont think there is a country which will allow you to apply for a marriage certificate before the actual date of marriage.
