Marriage Certificate, Jim Mills Please help!!

My friend\'s wife has recieved an RFE for their marriage certificate. Their marriage has not been registered. In such a case would providing a No availability certificate and 2 affidavits help?

If somebody can also post the format for the affidavit it would be really helpfull!!

2 affidavits should suffice; Non-availability certificate is not needed

non-availability of birth certificate

Is a non-availability certificate essential if one submits two birth affidavits because the birth was not registered? Are there cases where no RFE was generated when two affidavits were submitted without the non-availability certificate? Will appreciate if others can post their experience?
