Marital status change after winning DV 2008

I appreciate any comment:
1- My brother is accepted for DV 2008 and he received his letter last week. He filed as single and he is single. He has not retturn his forms yet (DS 122, 230) He is wondering can he get married now and change his marital status to married? In what stage can he do that?
2- Is it important to return DS 122 and 230 forms ASAP or his visa is reserved?

It is advisable to return the forms ASAP ( for CP, for AOS, you have to wait based on your case# ).
