For china and india, there are limit #.
If there are too many files from china and india, INS will slow down to process these cases and put more cases from other countries with late PD at hand. That\'s reason late I845 from other countries get approved than cases with early ND from china and india.

Per each country per each EB per year, the roof is around 2,800, accessed by all four service centers and consulates. Let\'s ignore consulates, divide 2,800 by 48 (4 service centers, 12 months), each month we have 58. No wonder VSC is slow.
