Do such major postdoctoral fellowships as Oppenheimer (Los Alamos National Laboratory) or Lawrence (Lawrence Livermore National Laboratory) count as major international and national awards and prizes for EB1-EA?

As long as you can prove thru your evidences
1. who is the authority giving awards
2. national and/or international nature of awards
3. how competent is the award to classify in respective Eb1 category (does that help you to get top 1-2%/exceptional?)
then it will be count as said.....
BCIS is clear about it (read AAO decisions) .........institutional awards have created problems in several petitions.

You can mention the postdoctoral fellowships in your EB1-EA petition. But USCIS adjudicators have repeatly said that postdoctoral fellowships are NOT the "lesser nationally or internationally recognized prizes", and NOT major international and national awards and prizes for EB1-EA.

USCIS said that these fellowships awards are at the professional "training" level, not at the professional level.
