LUD update twice is it approval/RFE ??

guys/folks/gurus,

I-140 ND 3/23/2004 AD - ????
140 LUD updated 10/26, 10/27 .

is there any pattern to figure out if this is a RFE or approval ?

My 140 ND is 3/9/04.
LUD changed twice on 10/21 & 10/22.
But, no change in the status:-(
