LUD on expired A/P

Why the hell are these people working on my2 yr old expired A/P instead of working on 7 year old GC application. Can things make less sense...maybe if they keep at it..

PD2001, RD2005, lost count of LUDs, A/P and EADs
 
when we dont have enough work in office, we check emails right???
similarly when these folks dont have work(high school dropouts!!!), they open useless files and that triggers a LUD....while we burn our asses checking for LUD's
