Lost US re-entry permit

I have one question-I have applied for a US re-entry permit last year but had it LOST incidentally.

I applied for a second replacement one this year and have indicated in the application form that my previous ren-entry permit was already LOST.

But still, I received a letter from INS asking for the return of my first re-entry permit. What should I do? Shall I just tell them it was LOST and CANNOT BE FOUND again?
 
But in INS's letter, they indicated that the application for new travel document could be denied if the previous one is not returned.

Will my letter telling them that my previous re-entry permit was lost be sufficient enough?
 
The application for a reentry permit requires you to demonstrate that the earlier permit was lost. A police report may meet this requirement. Inform your local police station that your earlier permit was lost and request them to issue an official police report stating this. Send a copy of this report to the INS.
 
That thought did cross my mind but I figured that it was still worth a shot... a sympathetic police officer on hearing jnwong's predicament may be willing to issue a report.
 
Unfortunately, INS did not detail how to DEMONSTRATE the loss of travel document. Will the police officier issue the report merely based on what I say? I would appreciate any legal comments.
