Lost Passport and AP in India, How to come back?

My friend lost his bags while traveling within India, lost Passport and AP too. He is working on EAD and using AP for travel. He can get a duplicate passport within 2 to 3 weeks, but how to come back?
 
He should apply for a Transportation Letter at a US consulate. Hopefully he at least has a copy of the Advance Parole.
