Lost J1 Waiver In 2000

My Husband Was J1 Student From 1993 To 2000.
We Recived A Favorable Recommendation All The Way Back In 2000.
My Husband And I Switched To H1 With That Recommnedation From Tsc In 2001. We Applied Green Card This Year. Our Lawyer Told Us That We Don't Have An Acutual Waiver. My Husband Applied H1 Four Times But Lawyer Never Told Us That We Ere Missing The Actual Waiver Until This Time. What Should We Do? We Can't Not Track This Because We Don't Have Any Case Number. All We Have Is Recommendation. Would You Please Guide Us What To Do At This Time? How Can I Know If Tsc Approved Our Waiver?

Favorable recommendation means you are not subjected to 2 year rule and there is no need for a waiver. In my opinion, you do not need to provide any document other than the recommendation. If a favorable recommendation is issued..that's the end of it and a separate waiver won't be issued (as the waiver is issued for those who are subjected to the 2-year rule). Your attorney is probably confused about it.

Toxsci is apparently confusing a favorable advisory opinion and favorable recommendation.

After Department of State issues a favorable recommendation, they transfer your case to an appropriate Service Center for a final waiver. You still need the waiver.

I think there is a form you file to get your lost approval notice. It should be I-825, or 824 not sure, but worth looking into.
