Lost 1st NL: Called KCC just now

On 1st of July I logged on to the website to find out that I have won the green card lottery ("Dear Selectee,...")
I have not received the 1st NL letter yet and I have just contacted KCC. The guy on the phone told me to just go to their website and fill out the forms and send them back. I asked for my case number and he said he would not give it to me. Is that normal? Am I supposed to fill out the forms and just send them with no bar code and no case number?
Also, would you recommend sending them DHL or regular post?
I find it very strange that he couldn't give me my case number. Has anyone on this forum had the same experience?

try to contact them by email, and inform them that you won and give them your conformation number and ask them to give you your case number, I think it's better like this

Dear Zurich_Girl,

I totally agree with Firo. I am also one of the 2011 winners, but I have still not received my 1st NL (as you can see from my signature), and those with non-receipt of 1st NL should contact KCC from 1st August afterwards. I did contact them just yesterday and I believe they'll reply me in some few days. Please before you contact KCC, make sure you quote your Confirmation #, Surname and Date of Birth. These particulars are needed by KCC in order to verify application. Congratulations! Benniit
