Do EB3 get a RFE and EB2 not ?

I have been seeing a lot of approvals for march and just want to put forth a theory. Is it true that EB2 march filers are getting approvals without RFE while EB3 get a RFE. This is just a theory. To dis-prove this i would like toi see some EB3 approvals without RFE.
