Let me know if my logic is reasonable for the Oct retrogression:
1. The proposal to end LC substitution is still pending at DOL. Recently it got approval from OMB
2. USCIS wants to stop approving and filing new cases until LC substitution is terminated
3. The best way until the proposal is finalized is retrogress
4. I don’t think there is really a reason to say visas are ‘U’navailable just during the beginning of the year. Instead they chose, arbitrary old dates
5. As soon as the LC substation proposal is approved, possibly by end of this year, the dates should be reasonably back
