Living in US, doing CP, traffic citation question

Hello,

I filed the DS 230 last year, still waiting for my case to be current. I have a question:

DS 230, Q31 asks if you have ever been charged, arrested or convicted of any offense or crime. Well, I answered NO. Now that I remember, I had a traffic citation (illegal parking) back in 2005. I was fined $90. I payed it. Does that mean I was charged for an offense or felony? I guess it is technically an offense. Should I have reported that?

Should I call KCC and update?

Please help.
