Ok, I know the immigration officer will ask about how we met but would this story be considered as fraud marriage.
We started our relationship five years ago. I visited her twice to the Philippines. She came to the U.S. last year using her tourist visa to attend my college graduation. Later, I proposed to her and we got married. We didn't intend to get married because her purposed of coming here was to attend my graduation. But because I love her so much and didn't want to see her leave me, we got married.

Would the officer consider this story as a fraud? I'm asking this because she had a tourist and not a fiancee visa.
 
As far as I know if you get married within 30 days since the moment she came to US as a tourist, immigration usually has a lot of questions. What you have to do is to tell them you story and prove that you had known your future wife for a long time before she visited you here (pics, plain tickets, etc.)
 
There are many situations like that. Actually I am one of those. What is not legal is if she came just to marry you, let's say that she get in and marry you right away. In cases for B1/B2 visas they (supposely) apply the 30/60 day rule. It really depends a lot in the immigration officer at your interview. I read a lot about it over the internet and even is not common that she doesn't get the GC, they can give you a hard time (but well when doesn't snow in December?). Unfortunately in B2 visas since is not a dual intent visa and is just for tourism porpouses, you must demostrate one more thing that the rest: that you didn't misrepresent yourself thinking that you was coming to marry a US citizen. The other part is to demostrate that your marriage is bona fide and they really put more emphasis in that part (that is my personal opinion).
And as far your concern that they won't believe your story, I don't see why. Actually what you must demostrate that your marriage was done in the "spur" of the moment, and that is exactly what is looking if she came in a B2 visa. Would be good that you get your tickets when you visit her, letters, emails, etc.
