Letter from BRC, Who requires it?

Looks like, for H1 7th year extension, the CIS requires a letter for DOL (BRC) stating a particular case has been pending for more than 365 days. Since I am applying for the extension with my previous employers Labor, I don't think I can provide a letter as that. Is the letter from DOL/BRC required only to states where Receipt Notice is not available (NJ/NY) or across all states?

We do have the Receipt Notice from MI DOL with a PD > 1 year. Do you think its sufficient? What are my chances to get extension without a letter from BRC?

Some states provides recipts (CA, your states) and some states (NY, MO) does not.
If you have proof from EDD/DOL you do not need any other proof from BRC
