LCA amendment to H1 visa

My visa was filed for 60k/annum in September 2001,
but inactual I was getting paid 33k/annum(due to bad market) till date and now my employer says that he has told the attorney to change the salary satus in the Visa.
My Questions are here under :

1)Is it possible to change the LCA/salary status on a back date ie the date September 2001 in my case ?(any link would help)
2) My employer has not given me any amended LCA till date.

What do I need to do ?

minimum prevailing wages for positions under Educational Institutions

Hi ,
    I am working as a Web Content Coordinator in Department of Medicine at University of Alabama in Birmingham. I filed for Premium H-1 processing with the attorney at school. My employer offered to pay only 30K . My attorney told to me that she couldn\'t file H-1 for that position because minimum prevailing wages for that position turns out to be 33K which is 3000 more than what my employer offered to me. My employer is very adamant to increase my pay and the school attorney is not giving any options. My questions are:

1) Since I am working in an Educational Institution, will minimum prevailing wages under the Alabama state government exist?

2) Are there any options where I can go and talk to outside attorney other than school and do my Premium H-1 processing?

 Any help will be greatly appreciated.

H-1B Visa Salary Question - Jim Please help!

Is there a minimum wage required to post for an H-1B Visa in the US immigration laws or does it depend on the employer\'s policy?
