LC substitution question, need expert

Hi,

If the LC states the job position requires a degree in Computer Science/information Systems, while the new person to use the LC as substitute has a degree in Electrical Engineering, Engineering, Does the new person qualify to use the LC to apply for I140?

Need expert advice, Urgent help !

Yes, someone is asking, if there is still has the pre-approved LC available, It is available. The job position requirement stated on the LC says Master degree in Computer Science/Information System with 3 years experience or Bachelor's degree with 8 years experience. To answer your first question, no. A degree in "Electrical Engineering, Engineering" is not a degree in Computer Science/information Systems.
 
Need Expert suggestions

-I am trying to substitute an approved Labor from Philadelphia DOL.
-I live in California currently.
-My company has offices in Philadelphia, New Jersey (and California)
-The original Labor was for a person living in California, with future alien residence address not specified and future employer address in Philadelphia.
-I have a friend's address in New Jersey (commutable distance to both our Philadelphia and New Jersey offices) that I can give as future residence.

Questions:
Can I give the future residence address in NJ?
Can I give the future employer address in NJ or is it better to give Philadelphia?
What state/local taxes should I pay on my payroll if I use a NJ address as future residence, or does it not matter at all since everyting is for the "FUTURE"?
