LC (RIR) received 03/15/05. Change to PERM?

My LC was received by SESA 2 weeks before PERM was made mandatory. Now I am told they have been sent to Backlog centers. I am assuming they will go to the bottom of the cue line. If PERM gives you a response in 45 days, should I change to PERM, assuming that my case/job experience is solid? Please advise.
 
... if you have no 6th year extension issue or retrogression there's no reason to not file PERM. Even if you had a retrogression issue, since the two dates are fairly close together it shouldn't matter that much.
 
you can file PERM and 'regular' at same time?

You mean you can file PERM at the same time as your 'regular/paperwork' process is going through? I assume the first one that responds moves on in the process...
