LC Remanded to State

The status of my RIR case says that it has been recently "Remanded To State".

Can anyone please help me to explain what does it mean ?

Pls provide more details

which state was the SESA, position applied for etc.

It state is California, Dot : 030.162-014 Programmer Analyst.

REMANDED TO STATE means CA DOL has sent back your case to SESA (SWA) for processing as NON RIR case. You will keep your original Priority Date & when SESA Non RIR will reach your PD they will process it as normal case
