LC pending

Hi,
My LC is pending in Philadelphia from 3yrs.
My first concern is when do I have to apply for H1b extension?
How do we know that when our LC is going to come out?
I received my 45 day letter and my employer sent it back, but how do we know that it is received by BEC.
I am in confused state so some one can help me.

Welcome to the party ! We are all in the same boat sailing with uncertainty . As the system is setup these days even an attorney finds it tough to get updated info. My best guess regarding your LC being issued would be 12 months. Your attorney is the only one who can definately assure you that the BEC received your 45-letter.
