LC Hard copy time from Chicago

My LC was certified on 02/21/2002 but my attorney has not received hard copy form chicago yet. Can some one guide me here that how long it take for LC to be mailed.

Is there any way that I could find the date when DOL chicago mailed hard copy of LC. AD data is 02/21/2002 but so far I have not received it.
