I just read about it at http://www.immigration-law.com .

In brief, if you have a change-of-status (I485) case pending on the basis of an approved I140, you can request the US consulate in India (Chennai or Mumbai) to process your case. There are a lot of conditions associated with it and some of them are vague (looks like they wanted to have the discretion of accepting a request).

No, it's not!! After your I140 is approved you can either go with I485 (Adjustment of status) or Consular processing, but not both. Now the US consulate in India is saying that those who chose the I485 route can now request the consulates in India to take up their case.

Is there an advantage to this? I don't know, but for people like us who are stuck with the TSC for years and years this may be an option to explore.
