It seems to me that DHS is still working on it.

In the section III of Chertoff's testimony,

In addition to these proposed modifications to the H-2A program, we continue to work with federal partners on a number of other reforms announced last August to improve our temporary worker programs. These include reforms of the H-2B program for temporary or seasonal non-agricultural workers; an extension from 1 year to 3 years of the period that professional workers from Canada and Mexico may stay in the U.S. under the TN visa program; and potential improvements to visa programs for high-skilled workers. We will continue to keep the Committee apprised as these efforts proceed

Well, if it helps I already have a 3-term TN visa. It was issued last February. However the guys at the border still get freaked out whenever I cross. They always think is false because they are not used to seeing one.

3 - term - well, do you really mean you hold the TN status stamp that is valid for 3 years?

.. and are you mexican or Canadian.
I know that mexicans are getting 3-year visa stamps (since they still need consular stamping), but are still required to renew their TN status yearly.

Are you Mexican? This would be the first I've heard of a Canadian getting a 3 yr. TN
