Latest JIT and holidays approaching !!

Hi,
I have heard many times that the USCIS has a very long holiday period and the processing of cases stops after mid December time frame !!

Is this really true or its just because of the holidays, the processing becomes a bit slower ?

I guess the slowness is evident from the latest JIT dates. I-140 did not move at all , although 485 moved to 03/19.

I think that their goal was to achieve 9 months gap for I-140 by the end of year, which they more or less achieved in last JIT update.
I expected this slowness after that....
