Latest FAQ, bit confusion on BEC cases

Hi Gurus & Great Guru,
I have a question on recent FAQs on PERM, any help is appreciated.

I have a EB-3 case in DBEC (no 45 day letter) and have also filed
an EB-2 PERM application, both from a same employer but for different
positions, from the FAQ my interpretation is that only PERM applications (if
multiple apps are filed) are required to be withdrawn and not the one in BEC - is this correct?

In other words:
If I would like to keep my PERM application (as
well as PERM PD), I don't have to do anything, if my PERM gets approved
my BEC application will be automatically denied/cancelled.
OR
I must withdraw my BEC application before Aug 31st if I want to keep my
PERM application.

EB3 RIR or EB2 Perm

I will really appreciate if you can comment on my case:
EB3 RIR in DBEC : PD Jan '04 - no 45 day letter
EB2 in PERM (sr. software eng) : PD Aug '05
H1-B 6 year ends in Oct 06

With EB-2 retro (its applicable to me) & PERM approval/rejections ratio,
do you think it is worthwhile to take a chance at PERM application especially
after the release of latest FAQ.
