latest date for h1b transfer -- Urgent

I will be losing my job due to lay off in my current company.
(29th April last day). The latest 2 paystubs I will have will be of April and March.

Current employer is not revoking my h1-b so I am planning to do h1 transfer with any other company/consultant.

What is the latest date I can file for h1 transfer?
Is is okay if I apply on 30th/31st of May?

Not more than a week. But you better apply soon. Latest pay stubs will be required for H1B transfer and it might be problem for you if you delay it.
