My next course of action

Well I have been doing a bit of reasearch last night and I have come to the conclusion that something was wrong with PBEC ... I know it makes you laugh ... right it made me laugh too :p So I reviewed a few posts calling on us to take action and I digged out a little bit through the 90+ pages of RFP for the backlog elimination center contract. Here is what I have found:

WHO ARE THEY AND WHAT DO THEY DO

- One firm, TATC Consulting from Washington, DC was awarded a contract on September 2003 for the Project Management and Support (PMSC) of the Backlog processing center (Source: RFP-DCS-03-43, Amendment #3, 14.76)

- One firm was awarded a contract for the Centers staffing and operation, Exceed Corporation of Lanham, MD. (Source: Can't reallly remember but that is who it is :rolleyes: )

- The PMSC will monitor the processing center contractor’s performance throughout the duration of the contract. The processing center contractor will report directly to the project management contractor as their first point of contact. (Source: RFP-DCS-03-43, section C.4)

- staff requirements are 100 persons per location (Source: RFP-DCS-03-43, section C.3)

- staff qualification is: (Source: RFP-DCS-03-43, section C.4)

Project Director – The offeror’s proposed Project Director must be committed full time to this effort. The Project Director must have earned, at a minimum, a Bachelor’s Degree from an accredited institution of higher education and have five years experience in managing a project of similar size and purpose.

Supervisory Staff – The offeror’s proposed supervisory staff must have earned, at a minimum, a Bachelors Degree from an accredited institution of higher education and a minimum of three years experience in supervising and managing staff in projects of similar size and scope.

Analysts - The proposed analyst staff shall have, at a minimum, two years of post secondary education leading to an Associate Degree or similar certification. Individuals possessing a Bachelor’s Degree are preferred.

In addition to its own staff, the offeror’s proposed space requirements will include workstations for up to a total of sixteen (16) fulltime, Federal staff (Certifying Officers and staff), divided equally between the two centers.

HOW MUCH ARE THEY BEING PAID

- The size of the contract is $16M to $18M, subject to funding from Congress (Source: RFP-DCS-03-43, Amendment #3, 14.6)

REPORTS AND DELIVERABLES

1. The contractor will provide weekly reports to the PMC and the COTR of progress on the implementation plan as measured against the timeline. A narrative will also be provided describing any difficulties encountered the impact of the difficulties on the schedule, and the recommended solution;
2. Following start-up, the contractor shall provide reports to the COTR and the PMSC on a monthly basis of all activities for that month by the 10th working day of the following month. The PCC, PMSC and the COTR will
agree on the format and content of standardized monthly reports. The contractor’s automated systems will have the capacity to produce standard reports that provide detailed information on application activity during the
proceeding month. (Source: RFP-DCS-03-43, section C.4)

Now you are wondering ... "Ok $16-$18M to clear the backlog that is not a lot :confused: ?!?" Well that amount is for the first year of operation as explained below and then every year they can get a renewd contract


The period of performance shall be one (1) year from the date of contract execution plus three 1-year options to be exercised at the Government's discretion.(Source: RFP-DCS-03-43, section F.2)

The level of effort for this project is estimated to be between 16 million dollars and 18 million dollars for the base period (1 year). The level of effort for each option period will be determined at a later date.(Source: RFP-DCS-03-43, section F.3)

So now that I have laid the basis for my next course of action here is what I am going to do

Analyst = Data Entry at $40,000/year + ~8% for employer charges = $44000
80 Staff x $44000 = ~$3.5M
Ok lets be generous $4M

Management = Supervision, Project Management at $55000 +~8% = $60000
20 Management x $60000 = ~$1.2M
Again let's be generous $1.5M

Workforce Total is $5.5M which leaves us with $2.5M for rent and equipment.

Here is what they need for computers:
Database Server (Dual Intel Pentium III processors running at 1 GHz or better, 2 GB System RAM, RAID 5 SCSI Disk Storage
Microsoft Windows 2000 Server Operating System ,Microsoft SQL Server 2000 Database)

So so far we are at $5.6M

We still have $2.4M dollars to spend here :p haaaa stamps for 45 Day Letters !!!

175000 application at 35.2 cents (pre sorted mail) plus enveloppe that is about 70 cents per 45 Day Letter :) So we said $122500 ... maybe they will have to send more than one ... Employer + Lawyer + Approval letter to lawyer, employer and employee that is a grand total of 5 letters per application so $3.5x175000 = $612500

Now we are left with $1M of Gross Profit ... Something must be wrong here ! Where is my mistake in those calculations ? Nobody wants that kind of headache for $1M ...

I must pay my employees to much ! and who needs to send that many letters ? Not the Backlog centers ... New computers ? No we can get used ones at some surplus store or through the government its cheaper ... and maybe we can save on the building :) $25/sqft + electricity is the maximum going rate in philadelphia suburb in 2004 (Source 2004 Commercial Real Estate Report and Forecast covering Eastern Pennsylvania, Southern New Jersey and Delaware. by COLLIERS LANARD & AXILBUND) Don't ask me where I find all this ...
So $25/sqft and they need about 10000sqft (standard cubicle size is 8x8) which makes it at around 6400sqft plus DOL employees + mail room and storage ... 15000 should do it :) so it is $375000 + tax and utilities $400000 sounds good

So Lets summarize:
Rent $400000
Computers $100000
Mailing $625000
Salaries $5500000
Total = $6.625M
Gross Profit $8M-$6.625M = $1.375M per center per year ... not bad but still I think my workers are way overpaid ... so I shall reduce their salary ... to do so I will use the labor certification prevailing wage and median salary:D

You are thinking like a Project Manager...(Maybe... you are already one!!! )

I work for a consulting company....They charge an average multiplier of about 3 to 3.2 for salaries. Consulting companies often negotiate with the government on what the multiplier should be...Sometimes, government picks a contactor who gives them a cheaper / competitive multipier. For example, if anyone makes $20 per hour, they charge $20 X 3.2 which is $64 per hour (this includes all overhead expenses such as health benefits for employee, building rent, electricity, water, etc.). This is how consulting firms normally do business with the government. They usually end up making an average profit of 8% of charged employee salary. So if they hire someone at $64 per hour (which is actually $20 per hour at a multiplier of 3.2), they end up making a profit of about 8% ($5 to $5.5) for every hour the employee (with a salary of $20 per hour) works.

I am a project manager, not by education but obligation :) I am an engineer but I am forced by my employer to take on project management :( I don't mind it but my heart is in R&D :D

Onece again it is late tonight but here are the major line of what was supposed to be my next post.

Based on the analysis above, we can see that the contractor (Exceed Corp.) is making a hefty profit on this backlog processing. Who says making a profit says the client (in this case DOL) is entitled to get what they paid for ... which is a timely processing of this backlog. The contractor is also obliged by contract to report to a Project Management firm (in this case TATC).

In my world, when a contractor performs poorly, they either don't get paid or they get changed (or both). As far as project management, the PM is ultimately responsible for the timeliness of the project and has the duty to make it go according to plan.

So I was thinking about sending a complain to the Office of the Ispector General pointing out to the fraud and the waste of taxpayer money that this program has generated. Yes YOU and ME are hard working tax payers and what the government does with our money is as much our concern thatn any other citizen. I have read reports from the OIG where they were investing concerns about $1M of wasted money for furniture ... don't you think they might investigate this $16M fraud ? I do believe they will !

Ultimately, GAO ensures that government is accountable to the American people. To that end, GAO provides Senators and Representatives with the best information available to help them arrive at informed policy decisions--information that is accurate, timely, and balanced. * evaluating how well government policies and programs are working;

* auditing agency operations to determine whether federal funds are being spent efficiently, effectively, and appropriately;

* investigating allegations of illegal and improper activities; and

I once again believe that we can make our case heard and that they will look into our allegations of mismanagement and innefficiency.

So Tomorrow I might keep expanding on the subject until I reach a satisfactory conclusion that can be submitted to those two organization for investigation.

I hope I will get some input from other members of the forum as I intend to get this done before week's end.
