Language Proficiency Test

Hi,
I am planning to apply for a canadian PR. I have gone through the documents and it says, I need to submit either IELTS or a written letter the enhances my profiliciency in Enlgish.

I am an Indian and have been working in USA for 15 months with H1-B visa status. My question is : IELTS is mandatory?

It is not mandatory, but you probably you will not get the full points for English if you do not submit IELTS and are not a native speaker - it does not matter that you work in the U.S.
 
well, you have to explain why you are not taking ielts. Make sure you proof read and give out to friends to proof read. You will state your experience and maybe education (if you graduated from an english speaking college). Then you will tell them what points they should grant you. Make sure though, the points requested in the letter you write should be excactly the same as the points you put down on your application. I have gone through this myself. At the end, I never took ielts and still passed the initial review. Good luck.
