Labour Substitution

Hi,

My employer has a pre-approved labour which has masters degree.I have a Bachelor in Engineering degree(computer science).Is it possible to substitute the pre-approved labour to me ?
 
Labor is approved based on job requirement. If labor says, job requires Masters Degree then you can not get it.
 
Does the LC have a clause like MS or BS with 5 years of experience? If it say so and you have the required experience, then only it can be substituted.
