Labour denied. Planning for motion

Hi,
I have applied for labour on sep - 2007 at Atlanta center and got denied. I hope the reason stated is my category applied EB2 is not suitable. I have around 9 yrs of IT experience and has post graduation in india (M.S Bits Pilani). My employer is planning to file a motion to reconsider which might take an year to get a response. Is it worth to file a motion or to apply in EB3 category. Please help me on this situation.

Starting another application under another title
DO you know how long motion to re-consider will take
 
My employer told motion will take nearly an year to get a response. What is the application in another title. Is it another PERM in EB3 classification ?
 
Your job offer falls on to EB3 not your qualification. What is your job title in this PERM?.

Do a new one under EB3 using the requirement of a bachelor's degree with 1 year of experience with the alternative requirement of a 3 year bachelor's degree plus 3 years of experience. The motion will take forever and you will not win more than likely especially at the I-140 level. In order to be EB2 you have to have a 3 yr bachelor and a 3 yr mast or a 4 yr bach and a 2 yr mast - I assume your PGD is one year. You cannot combine degrees to equal a master's degree.
